دور آليات الدعم الحكومي في تعزيز صادرات المنتجات الزراعية الجزائرية نحو الاسواق الدولية

Abstract

تحتل الصادرات الزراعية مكانة استراتيجية في الاقتصاد الجزائري باعتبارها رافداً مهماً لتنويع مصادر الدخل الوطني والحد من الاعتماد المفرط على عائدات قطاع المحروقات. وفي هذا السياق، تبرز أهمية آليات الدعم الحكومي كأداة فعالة لتحفيز وتطوير الصادرات الزراعية، حيث توفر الإمكانيات المالية والتقنية اللازمة لتعزيز الأداء التصديري وتحسين الموقع التنافسي للمنتجات الزراعية الجزائرية في الأسواق العالمية. هدفت الدراسة إلى تحليل وتقييم دور آليات الدعم الحكومي في تعزيز صادرات المنتجات الزراعية الجزائرية نحو الأسواق الدولية، من خلال دراسة الوضع العام للصادرات الجزائرية وموقع المنتجات الزراعية منها وتحليل التركيب السلعي والتوزيع الجغرافي للصادرات الزراعية الجزائرية. كما هدفت إلى تحليل الإطار المؤسساتي والتنظيمي لدعم الصادرات الزراعية ودراسة أشكال الدعم المالي والتقني والبرامج الخاصة بتطوير القدرات التصديرية للمنتجات الزراعية. وسعت الدراسة أيضاً إلى قياس أثر الدعم الحكومي على تطور الصادرات الزراعية الجزائرية وتحديد أهم التحديات التي تواجهها مع استشراف آفاق تطوير آليات الدعم الحكومي. توصلت الدراسة إلى أن آليات الدعم الحكومي لها أثر إيجابي على تطور الصادرات الزراعية الجزائرية رغم وجود تحديات تحد من فعاليتها، وأن الإطار المؤسساتي والتنظيمي الحالي يحتاج إلى تعزيز وتطوير البرامج والأشكال المختلفة للدعم المالي والتقني. كما أظهرت النتائج ضرورة تنويع التركيب السلعي والتوزيع الجغرافي للصادرات الزراعية الجزائرية، بالإضافة إلى أهمية تطوير آليات الدعم الحكومي مستقبلاً لتعزيز القدرات التصديرية للمنتجات الزراعية الجزائرية في الأسواق الدولية Agricultural exports occupy a strategic position in the Algerian economy as an important tributary for diversifying national income sources and reducing excessive dependence on hydrocarbon sector revenues. In this context, the importance of government support mechanisms emerges as an effective tool for stimulating and developing agricultural exports, providing the necessary financial and technical capabilities to enhance export performance and improve the competitive position of Algerian agricultural products in global markets. The study aimed to analyze and evaluate the role of government support mechanisms in promoting Algerian agricultural product exports to international markets, through studying the general state of Algerian exports and the position of agricultural products within them, and analyzing the commodity composition and geographical distribution of Algerian agricultural exports. It also aimed to analyze the institutional and regulatory framework for supporting agricultural exports and study forms of financial and technical support and programs specifically for developing export capacities of agricultural products. The study also sought to measure the impact of government support on the development of Algerian agricultural exports and identify the main challenges facing them while exploring prospects for developing government support mechanisms. The study concluded that government support mechanisms have a positive impact on the development of Algerian agricultural exports despite the existence of challenges that limit their effectiveness, and that the current institutional and regulatory framework needs to strengthen and develop programs and various forms of financial and technical support. The results also showed the necessity of diversifying the commodity composition and geographical distribution of Algerian agricultural exports, in addition to the importance of developing government support mechanisms in the future to enhance the export capacities of Algerian agricultural products in international markets.
