أثر تطبيق مبادئ الحوكمة في ترشيد نفقات الجماعات المحلية

Abstract

هدف هذه الدراسة إلى تسليط الضوء على أهمية تطبيق مبادئ الحوكمة في تحسين التسيير المالي وترشيد النفقات على مستوى الجماعات المحلية. وقد تم التركيز على مفاهيم الشفافية، المساءلة، المشاركة والفعالية كركائز أساسية لحوكمة رشيدة. اعتمدت الدراسة على منهج وصفي تحليلي مدعم بدراسة ميدانية أُجريت على مستوى بلدية سطيف، حيث أظهرت النتائج وجود علاقة ارتباط قوية بين مستوى تطبيق الحوكمة ودرجة ترشيد الإنفاق العام. وقد تبين أن التزام الإدارة المحلية بمبادئ الحوكمة يؤدي إلى تقليص الهدر المالي، تحسين استخدام الموارد، وتعزيز العدالة في توزيعها. كما لاحظت الدراسة أن إشراك المواطنين في عملية اتخاذ القرار يساهم في تحقيق الشفافية ورفع مستوى الثقة بين المواطن والإدارة. وعلى الرغم من بعض التحديات المرتبطة بنقص الكفاءات وتقاوم بعض الفئات للتغيير، إلا أن ترسيخ ثقافة الحوكمة يُعد ضرورة حتمية لتحقيق تنمية محلية مستدامة وإدارة عمومية فعالة. Abstract This study aims to highlight the importance of applying governance principles in improving financial management and rationalizing expenditures at the local government level. It focuses on transparency, accountability, participation, and effectiveness as key pillars of sound governance. The study adopts a descriptive-analytical approach supported by a field investigation conducted at the municipality of Sétif. The results revealed a strong correlation between the application of governance practices and the rationalization of public spending. It was found that adherence to governance principles by local authorities reduces financial waste, improves resource utilization, and enhances fairness in resource distribution. Moreover, the study observed that citizen participation in decision-making contributes to transparency and strengthens trust between citizens and the administration. Despite certain challenges, such as a lack of skilled personnel and resistance to change by some stakeholders, fostering a governance culture remains an essential step towards sustainable local development and an effective public administration.
