دور الموانئ الذكية في تسهيل إجراءات العبور

Abstract

تهدف هذه الدراسة إلى معرفة دور الموانئ الذكية في تبسيط إجراءات العبور، من خلال دراسة حالة ميناء روتردام في هولندا من حيث البنية التحتية وتطبيق التكنولوجيا الحديثة على الإجراءات الجمركية، التي ساهمت في تحسين إجراءات العبور كتقليل الاعتماد على الإجراءات الورقية وتقليل الأخطاء، وبالتالي تسريع عمليات العبور وتقليص التكاليف مما يسهل تدفق البضائع. وقد توصلت الدراسة إلى مجموعة من النتائج أهمها: استخدام التكنولوجيا المتقدمة وتقليل الاعتماد على الإجراءات الورقية، حيث أدت عمليات التحول الرقمي إلى تسريع عمليات التخليص الجمركي وتقليل الأخطاء البشرية، مما مكن من إنجاز الإجراءات العبور بشكل أكثر سرعة وكفاءة، ما جعل ميناء روتردام من الموانئ الرائدة في استخدام التكنولوجيا ونموذجا للميناء الذكي حيث يجمع بين التكنولوجيا المتطورة والبنية التحتية المتقدمة. This study aims to explore the role of smart ports in simplifying transit procedures, by examining the case of the Port of Rotterdam in the Netherlands in terms of infrastructure and the application of modern technology to customs procedures. This technology has contributed to improving transit procedures, reducing reliance on paperwork and errors, thereby speeding up transit operations and reducing costs, thus facilitating the flow of goods. The study reached a number of conclusions, the most important of which are: the use of advanced technology and reducing reliance on paperwork. Digital transformation processes have accelerated customs clearance processes and reduced human errors, enabling faster and more efficient transit procedures. This has made the Port of Rotterdam a pioneer in the use of technology and a model for smart ports, combining advanced technology with advanced infrastructure.
