Abstract

تناول هذا المقال موضوع في غاية الأهمية. وهو النشاط المشترك الذي يجمع كل من منظمة الجمارك العالمية باعتبارها الهيئة الوحيدة على المستوى العالمي التي تنسق بين الإدارات الجمركية. وتعمل على ايجاد جملة من الآليات التي تساهم في تطوير العمل الجمركي. وكذا منظمة التجارة العالمية التي تشرف على قضايا التجارة الدولية. وسوف نركز في هذه الدراسة على برنامج Mercator الذي يجسد نوعية التعاون بين الهيأتين. كون هذا البرنامج جاء ليدعم دور منظمة الجمارك العالمية في المساهمة في تجسيد اتفاقية تسهيل التجارة المنبثقة عن المؤتمر التاسع لمنظمة لتجارة العالمية (2013) ببالي إندونيسيا.This article addresses a very important topic. Is the joint activity that brings together the World Customs Organization (WCO) as the only body at the global level that coordinates customs administrations, which is working to find a number of mechanisms that contribute to the development of customs work; And the World Trade Organization (WTO), which oversees international trade issues. In this study, we will focus on the Mercator program, which reflects the quality of cooperation between the two bodies. This program is intended to support the role of the WCO in contributing to the implementation of the Trade Facilitation Agreement of the Ninth's Conference of WTO (2013) in Bali, Indonesia
